Blog commenting
Blog commenting is techniques which increase your page rank. Leaving a comment on a blog can result in a relevant do-follow link to the individual's website. Most of the time, however, leaving a comment on a blog turns into a no-follow link, which is almost useless in the eyes of search engines, such as Google and Yahoo! Search. On the other hand, most blog comments get clicked on by the readers of the blog if the comment is well-thought-out and pertains to the discussion of the other commenter’s and the post on the blog.
Social bookmarking websites.
In a social bookmarking system, users save links to web pages that they want to remember and/or share. These bookmarks are usually public, and can be saved privately, shared only with specified people or groups, shared only inside certain networks, or another combination of public and private domains. The allowed people can usually view these bookmarks chronologically, by category or tags, or via a search engine.

Website directories are lists of links to websites, which are sorted into categories. Website owners can submit their site to many of these directories. Some directories accept payment for listing in their directory, while others are free.
gov/edu link
This has been a big issue with so many webmasters; they always demand to get links from EDU or GOV websites. I have seen so many clients arguing over that try to build links from those websites which are from gov or edu. Google treats all the links the same way, whether they are from gov edu twitter or facebook. The thing which matter is repute of the website, you might have seen few results when checking backlinks for a website they showed on first page.
